A central pillar of Tinubu political brand is his self-described transformation of Lagos State during his two terms as governor from 1999 to 2007. His campaign cites this record as evidence of the governance capacity he would bring to the federal level. The Verdict: Mixed Record That Requires Honest Assessment

The Tinubu Lagos record contains genuine achievements alongside significant failures, and the common practice of citing only the former while ignoring the latter constitutes a misleading presentation of his governance legacy. On the positive side, Lagos internal revenue increased significantly during his tenure, the state became less dependent on federal allocations, and some infrastructure was developed.

However, the claim that he transformed Lagos into a well-governed, prosperous state is contradicted by the visible condition of the city today after twenty-plus years of continuous APC governance built on his foundation. Lagos infrastructure deficits, including inadequate roads, chronic flooding, housing crisis, and transport dysfunction, are the product of decades of governance under his political architecture, not of his predecessors policies.

The Revenue Claims

On internally generated revenue, Tinubu record is genuine but requires context. Lagos IGR did increase significantly during his tenure, a real achievement. However, Lagos was already the richest state in Nigeria by far at the time he took office, with a concentration of formal businesses, financial institutions, and wealthy residents that no other state can match. The potential for revenue improvement was therefore significantly higher in Lagos than anywhere else in Nigeria, making his achievement more a matter of competent execution than transformative leadership.

Questions have also been raised about the contracting companies and service providers used to collect some of Lagos revenues during the Tinubu years, with allegations that connected individuals and companies captured significant portions of the revenue enhancement gains. These allegations have not been fully investigated, and they complicate a straightforward positive assessment of his revenue record.

Infrastructure: Promises and Reality

On infrastructure, the Tinubu legacy in Lagos is mixed. Some roads were built, the Blue Line rail project was conceived though it took nearly two decades to partially open, and some institutional reforms were initiated. However, Lagos infrastructure today remains grossly inadequate for a city of its size and economic significance, suggesting that the governance model Tinubu built prioritized political control over systematic infrastructure delivery.

Overall Rating: PARTIALLY TRUE. Tinubu made genuine contributions to Lagos governance, particularly in revenue collection. However, the claim that he transformed Lagos into a well-governed city is not supported by the actual condition of the city or its infrastructure. His governance legacy in Lagos is better described as mixed than as transformational, and the gap between his campaign narrative and the lived experience of ordinary Lagosians deserves more scrutiny than it typically receives.
